Land Bank Property Maintenance Complaints Process

Each actionable complaint received will go through the following process:

  1. Complaint details are reviewed and verified by Land Bank staff.
  2. A Land Bank inspector may be dispatched to verify complaint details in the field.
  3. Land Bank crews are dispatched to resolve the complaint based on the established priority level outlined in the Land Bank Property Maintenance Triage Schedule.
  4. Land Bank field crews report back to staff that the complaint has been resolved and provide documentation of their action.
  5. Land Bank staff marks the complaint resolved and a confirmation message is sent by email or SMS.

We prioritize complaints through a process called "triage."  By triaging complaints, we are able to take action on the following issues accordingly.  High priority issues are addressed first, followed by medium and low priority issues.  Please note issues under "No Action."  The Genesee County Land Bank does not take action on these types of issues; any complaints filed that are determined to be "No Action" items will be administratively closed. 

HIGH PRIORITY ACTIONS

  • Properties Listed for Sale with Land Bank
  • Wellness Checks – Humans & Animals
  • Occupancy Concerns
  • Trees – Fallen on Private Structure
  • Direct Threats Endangering Residents
  • Utility Theft (Water, Electric, Gas)

AVERAGE RESPONSE TIME: 5-10 WORKING DAYS

MEDIUM PRIORITY ACTIONS

  • Structure Boarding
  • Vehicle Tagging/Towing on GCLB property
  • Community Clean – Up Assistance²
  • Flooded Basements
  • Mowing (Outside City of Flint)¹

AVERAGE RESPONSE TIME: 15 WORKING DAYS

LOW PRIORITY ACTIONS

  • Dumping & Trash Removal
  • Brush Chipping & Removal
  • Trees – Fallen on Private Property/Fence

AVERAGE RESPONSE TIME: 20-25 WORKING DAYS

NO ACTION

  • Demolitions Scheduled Within 90 Days
  • Fence & Property Line Clearing
  • Rodents, Pests & Other Wildlife
  • Trees Dropping Nuts, Leaves, Etc.
  • Scheduled Mowing in City of Flint³
  • Backyard Mowing & Cleaning
  • Boarding Structurally Deficient Buildings
  • Vehicles Parked in Right-of-Way

GCLBA DOES NOT TAKE ACTION ON THESE ITEMS

1. Out-County mowing that is not regularly scheduled.
2. Scheduled and requested community clean up collaboratives.

Average response times are subject to change due to staffing issues, inclement weather, equipment repairs, etc.  This triage schedule is also subject to change without notice.
