Sealed Proposals will be received by the Genesee County Land Bank Authority (GCLBA) for abatement and demolition of residential and commercial structures in Flint and Genesee County. Proposals will be received from pre-qualified contractors on GCLBA’s Bidder’s List at GCLBA main office located at 452 S. Saginaw St, 2nd Floor, Flint, MI 48502, until 3:00 pm on Tuesday, November 12, 2024. Envelopes must be sealed and clearly marked with the bid number. The bid documents can be found at https://www.thelandbank.org/contracts_bids.asp under the tab “Current Bids”. Due to size, the pdf of the bid documents have not been attached here. All bids received will be opened and publicly read aloud. 

The above referenced project is a federally funded activity authorized under the Coronavirus State and Local Fiscal Recovery Fund (SLFRF), 31 CFR Part 35, as amended. All successful bidders must comply with federal labor standards, which may include the Davis-Bacon Act and the Copeland Anti-Kickback legislation; federal equal opportunity requirements.

Minority and Woman business owned enterprises (MBE/WBE) and Section 3 business concerns seeking bid opportunities under this Project Notice are encouraged to respond.

The GCLBA reserves the right to waive any informality in any bid, to reject any or all bids, omit bid items, negotiate any part of the bid, or accept any bid that is considered most favorable to GCLBA. 1. Questions and Answers:

Q. For properties added to bid proposal. It does not state what list (1 or 2) they would be added to and if they are ACM containing. Please advise.

A. The addendum shows all added properties on list 2. 2410 Delaware does not have a thorough survey. Addendum 2 will list the property with a “*” to confirm that the property should be demolished as asbestos containing. Contractors should review Regulated Materials Surveys and bid appropriately for all properties based on findings in the Regulated Materials Survey.

Q. The bid sheet did not delete 1711 Mackin.  The addendum says that property was pulled, but its still on the bid sheet.

A. 1711 Mackin Rd is not on the addendum document sent on November 7^th. It is also not on the excel sheet on box.com, which was updated on November 7^th.

Q. On the bid sheet, I think you need to add “*” for 422 E Flint Park and 2410 Delaware…those two surveys are incomplete.

A. 2410 Delaware will receive a “*” for demo as containing. 422 E Flint Park Blvd has two surveys on box.com. The updated survey was incomplete, however, the original survey accessed the entire house.

2. 2410 Delaware Ave. Flint, MI 48506 is marked as demo as containing. (Attachment 1)

If not indicated it will assumed and expected that all ACM identified has been included in your abatement bid. Please note, any demolition involving Class I material remaining in place (or PACM) requires the preparation and implementation of a project specific work plan by a Certified Industrial Hygienist (CIH) that is also a licensed asbestos project designer per MIOSHA/OSHA and industry standard 1926.1101(g)(6). GCLBA may request the successful contractor to produce these project specific plans prior to issuing a Notice to Proceed for demolition. 2. Added: Identify structures in this bid in which ACM will remain during demolition. Bids that do not supply this information may be rejected. If no ACM will remain, indicate “None.” If you do not intend to abate ACM roofing, these structures need to be indicated. Use additional sheets as necessary. Proposals will be received at GCLBA main office located at 452 S. Saginaw St, 2nd Floor, Flint, MI 48502, until 3:00 pm on Thursday, September 12, 2024. Envelopes must be sealed and clearly marked with the bid number. All bids received will be opened and publicly read aloud. 

Funding to prepare for and complete these activities comes from various demolition and remediation local, state, and federal grants, including those administered by U.S. Department of Housing and Urban Development (HUD), Department of Treasury, U.S. Environmental Protection Agency (EPA), State of Michigan Environment, Great Lakes, and Energy (EGLE), State Land Bank Authority, Coronavirus State and Local Fiscal Recovery Fund (SLFRF), authorized under 31 CFR Part 35, as amended, and other Local, State, and Federal sources and funders.
