Any asbestos abatement work completed utilizing a Negative Pressure Enclosure (NPE) must be coordinated with Genesee County Land Bank Authority and a designated Qualified Environmental Professional (QEP) to conduct “clearance air monitoring” as required by Michigan Public Act 135 of 1986. Contractors are still expected to conduct their own clearances. Schedules are to be coordinated and containment to remain in place until GCLBA’s QEP has conducted said monitoring and communicated passing results. GCLBA will continue to coordinate post-abatement inspections upon receipt of pre-demolition walkthrough for all structures where asbestos abatement takes place without use of a NPE.

    1. #11 6615 N Saginaw St- Updated description regarding inaccessible area. Corrected number of homogenous samples taken. The corrected survey was uploaded to box.com on 3/27/24.
    2. #13 6056 N Saginaw St- Updated survey adds inspection of garage/shed on “L”-shaped parcel. Clarifies that the noted 55-gallon drums contain water.  No additional ACM identified. No change in abatement bid tabs. Corrected survey was uploaded to box.com on 3/27/24.
    3. B: Corrected Phase I ESA uploaded for 6702 N Saginaw St. uploaded to box.com 3/27/24. Updated Phase I removed REC stating City of Flint Fire records indicated UST. Upon review, this REC was made in error. It is important to note that all commercial sites, especially those along commercial corridors, have potential for presence of unknown USTs and work should always proceed carefully.
  1. Questions & Answers
    Q: When should soil management and geotex barriers be used?
    A: Soil management techniques apply during excavations of soils with contaminants exceeding the applicable clean-up criteria. If contaminated soil is encountered during excavation and is to remain on site, then geotex barriers will be placed as a barrier between contaminated soils and clean backfill and topsoil at a depth to be informed by QEP, that will be protective of human health and the environment.

    Q:It looks like we are missing the survey for 5002 Industrial Ave. Can you please provide that for the bid?
    A: The survey was uploaded 4-17-24

    Q: Just want to clarify – The Bidding Checklist states a “Current Certificate of Good Standing. Web page printouts will not be accepted”. Do we need a mailed copy or will you accept an emailed copy from LARA?
    A: We just need one that is issued from LARA that is not a printout from the website. Generously, it should be dated within a year.
