    Q: When should soil management and geotex barriers be used?
    A: Soil management techniques apply during excavations of soils with contaminants exceeding the applicable clean-up criteria. If contaminated soil is encountered during excavation and is to remain on site, then geotex barriers will be placed as a barrier between contaminated soils and clean backfill and topsoil at a depth to be informed by QEP, that will be protective of human health and the environment.

 4. Q: If contaminated material is found such as soil that has to be transported to the landfill, will a change order (per ton) be issued?  We have an extensive history of ground soil contamination construction.  It is a standard procedure that this material is transported to the landfill per ton.  It is not fair for either party to try and estimate how many tons are going to be on each site.  In the past engineering had to approve start and stop points and the depth.  We don’t see this in the proposal if this work occurs how is it going to funded and controlled.
A: In the event that it is determined that impacted soils are to be removed, the extent of the removal will be informed by the appropriate Qualified Environmental Professional conducting oversight (PSI). While subsurface testing will be conducted by GCLBA QEP for the commercial projects on this bid, characterization of materials appears in the UNIT PRICE FOR NON-SCOPE ADD/DEDUCT. You will note there is also an item for disposal of impacted non-hazardous soils/liquids. There is space for additional material and unit rates that the bidder may write-in at the end of the UNIT PRICE ADD/DEDUCT. Please use the space provided to add your disposal per ton with the parameters for material indicated.

Please take note that some contaminated subsurface soils may remain in place. In this event the contractor will place an barrier under the guidance of the QEP. Any such barrier will follow this guidance from EGLE: 
“A demarcation or separation layer of highly visible geotextile fabric or other non-degrading porous material to be placed above the contaminated soils before the installation of the clean fill layer. The material must be chemically compatible with the contamination on site to provide an acceptable design life. A geotextile fabric may also provide protection from upward migration of debris or cobble with frost heave that could affect the integrity of the barrier. EGLE’s previous acceptance of orange snow fence as a demarcation layer has proven to degrade over time and is no longer considered effective.
Design life is for as long as the soil remains contaminated, but for a minimum of 20-25 years.”

This barrier may also be written in to the UNIT PRICE ADD/DEDUCT.

5. Q: Has the GCLB considered work practices that other municipalities have used in the past where they remove the commercial building to slab only.  Leaving the slab or parking lot on location would eliminate having to cover everything with plastic and you eliminate disturbing any material that would be contaminated .  If there is a basement on location all concrete stays in place and the hole is backfilled with any other contaminated material being handled at a later date. 
A: The City of Flint Building and Safety Inspections office will only issue demolition permits for 100% removal at this time. We do hope it is a policy they may reconsider as capping is a federal compliance method.

6.Q: Can you confirm the timeline for this work?
A: This work is to be funded with time-sensitive grant funding. All work must be completed with acceptable submittals received for reimbursement no later than July 5, 2024. Genesee County Land Bank must submit requests to funders for reimbursement by August. These projects must be prioritized. There is no room for extensions.

GCLBA does not endorse or require contractual relationships with any firm that appears on the list. All firms/individuals seeking contractual relationships ought to conduct their own due diligence. If proposing to utilize any of the listed firms to complete work under a contract with GCLBA, be sure to first ensure they meet and licensing and insurance requirements and receive approval from GCLBA before utilizing them. Q: Who do we list as Local Unit of Government and how do we get that signed by that Local Unit of Government?

A: List Genesee County Land Bank Authority (GCLBA) as the Local Unit of Government.  GCLBA will sign the document upon award of contract.

Q: Do we have to contact 3 subs, 1 MBE/WBE for EVERY trade (ie. Trucking, trees, backfill, etc…)

A: Yes, to comply with federal Procurement and MBE/WBE outreach requirements, local units of government; non-profit agencies; prime contractors; and subcontractors are required to select three businesses for each trade/category (i.e. trucking, trees, backfill, etc.). Of these three businesses, one business must be selected for solicitation from a MBE/WBE. (PDF page 230 Attachment F).

Q: Please clarify what wage rate asbestos abatement contractors are required to pay their employees for this project. The current Davis-Bacon wage rates for Genesee County do not align with the wage rates of the local laborers union that performs this work.

A: Davis-Bacon wage rates are not required under this solicitation. Successful contractors are required to meet federal and state mandated wage requirements such as the Federal Labor Standards Act, Contract Work Hours and Safety Standards Act, Michigan’s Minimum Wage and Overtime law, etc.

Q: Does the Genesee County Land Bank require NESHAP notifications for the houses that only contain non-friable asbestos containing materials such as floor tile, caulks, etc.?

A:   Yes, the Genesee County Land Bank requires a 10-day NESHAP notification for Asbestos Containing Materials (ACM), no exceptions. (Referenced on PDF page 110 of bid).

Please note that unless otherwise noted, Genesee County Land Bank Authority coordinates gas and electric cuts with Consumers Energy and provides successful bidders with cut confirmations to utilize in obtaining permits.

In general, GCLBA does our best to put properties out to bid either after retirements are complete or as close as possible to when we anticipate them to be complete. The same applies to water and sewer cuts within City of Flint limits. Successful bidders are to coordinate water/sewer/well cuts/abandonment as necessary in municipalities that are outside the City of Flint. GCLBA coordinates Consumers Retirements for all properties. Sometimes there may be some delays in retirements that require some coordination regarding scheduling once contracted, but we aim to minimize those instances.

Q: 2517 Concord St is shown as a “* - Abate what can be abated and demo as ACM containing”. However, my read of the updated survey was that there is no ACM and the survey is complete. Now I think maybe it is the Mannik Smith “update” simply saying that the stuff in the original survey is there and there is no new stuff identified?
A: Mannik Smith completed a site visit for some properties that were originally surveyed years ago in order to ensure new materials did not appear/become apparent since the last survey. The cover page on 2517 Concord St. indicates that they did not find additional or new ACM. All of the ACM identified in the original survey (included in the same document) completed by Global Environmental on 9/12/2018 still remains with the structure. The 2018 survey was also limited due to fire damage, hence the “*” notation on the Unit Rate sheet.
